How old is this plant? Raspberries will do better in the ground than in a pot. They also produce berries on second year canes. After the second year, after fruit has been produced and the cane appears Brown, the cane can be eliminated. Raspberries spread by underground growth called runners or rhizomes that put up new canes. If yours has already produced raspberries it's probably done. I would check your roots to see if your plant is still growing.

Another option would be to cut the existing cane down to about 4 in. If the tissue inside is green the plant is alive and it might even put out some side shoots. I'm not sure about those producing raspberries, but you at least know your plant is alive.

Can I still plant it if it’s green from the bottom ?

You can certainly try. If the roots look good and there's a little green in the stem I think you have a good chance of it coming back. Give it some root stimulator when you plant it (not rooting hormone, Roots stimulator).

This is definitely the same situation my farther had with his tomatoes! Repot into the ground right away, water and in a day or two you should see new growth. She isn't happy in a pot

Garden plants are soooo picky!! I've had indoor plants that do super well even with minimal space left for their roots, yet the moment garden plants start to root bound, they complain 😂
