    Yeah looks like scale to me. You have to pick them off and use rubbing alcohol on them so they die. (I think 🙈)

    Hard scale insects. Physically remove as many as possible, using isopropyl alcohol to kill them. Once you can't find any more, wipe the whole plant with hydrogen peroxide or neem oil (they're gentler to the plant than alcohol, but only kill the youngest insects.) If it's an indoor potted plant, replace all the soil in case they laid any eggs in it. Quarantine it away from other plants and inspect your other plants to see if they also need treatment. Use the neem or peroxide every 5 days, and kill any new scale that you see with alcohol. The lifespan of these is about 31 days, so keep repeating the preventative neem or peroxide until you see no scale for 2 months to be certain they're gone. (If the plant leaves get burned by that, you can try diluting those to make them even more gentle)

      If it's an outdoor plant, put ladybugs on it; they eat scales and aphids. There's also a small black beetle shaped like a ladybug called a "mealybug destroyer" that should be super effective if you're in their range
