Can someone tell me if my euphorbia is infected? When I rub the white part a milky substance comes out where I rub it off. Also there is bright green on the top. Is it doing ok or infected? Thanks William

Looks like powdery mildew, a fungus that needs water to grow. It happens on plants if the soil is wet too long or water sits on the plant too long. Poor air circulation, excess watering or leaving water on leaves/plant can help mildew growth. Isopropyl alcohol on a wipe or spray can stop the growth by killing off the fungus. Do not leave water on the leaves. Water only the soil. Let it thoroughly dry out. Ensure there is good airflow around the plant. 🍀🌵
