I have been gifted this rubber plant. I’ve never had one before so I’m new to taking care of it. The leaves look like this. Is this normal or a bug of some sort?

No, not normal. Normal would be white spots more congregated along the outer-ish edges of the leaves (image attached). It’s hard to tell if the plant just needs a good cleaning. I would give my plant a really good wipe down (top and bottom of leaves) and then monitor closely to see if it develops again. These ones show dust and dirt REALLY well, which always tells me how dirty all my plants are around it 😂
