I’m assuming you feel it’s too small for 3 months of growth. Pepper plants need full direct sunlight for at least 8 hours a day. They need to be in a south facing window. The sunlight is getting filtered by the tint in the glass and the bug screen. I recommend putting it outside, on a balcony/patio or under a grow light if you can only grow it outside. The grow light should run 12 hours each day at least. It needs monthly fertilizer or diluted fertilizer several times a month. Water when it dries out.🪴🍀
