What is this on my rosemary? I have sprayed neem oil incase they are bugs, what else should I do? Remove or not remove?

    I would cut it. It looks embedded in the stem.

    That's a bacterial gall. There is no cure, but the plant can survive if you cut off affected stems whenever they appear. Improving drainage can help. To completely get rid of the bacteria, you'd have to get rid of the whole plant, change out the soil around it, and sanitize the pot (if potted) or let the garden plot lie fallow for a year or two
