I can’t get a good picture but I have 2 cactus’ in a ceramic pot with just one drainage hole and a plug. After I bottom water and the excess water drains I plug the bottom. Probably a bad idea. Is this mold? I know what to change the pot, any suggestions

Yeah plugging the pot, especially with succulents is not a great idea. If you want advice on repotting, I would remove the plants and soil from the pot, wash the pot in hot soapy water and then after it dries spray hydrogen peroxide around the drain hole lip, and the bottom of the pot. Let it air dry and repot your cacti.

Also make sure to throw away any of the soil that has the mold on it, the only time I don’t change the soil is when it is the hairy mold on the top of the soil. Usually that is a healthy sign of nutrients in the soil

Looks like a fungus. I'd definitely repot. Even to just remove them, sanatize the pot and plant with 1:3 peroxide, and repot. Keep the plug out, as it's staying way to wet
