Does anyone know what causes this on a croton? It is outside. Should I use neem oil?

The white web looks like one from a common spider. The spotted leaf looks like areas chewed by insects that dried out. There seems to be fresh chew marks on the right side of the leaf. Thrips can cause that damage.
