    Looks like bugs, powdery mildew or fungus on the leaves. It’s hard to tell from the picture. I would cut off the very top piece and try to propagate it. The rest looks too far gone.

    Cut the top portion off, let the bottom dry out and callous over before repotting. If you cut the plant down it might produce a ton of pups. Any succulents I’ve cut back have put out a crazy amount of babies.
