I got all these clippings from a philodendron, should I pack the ends in some sphagnum moss to try and get some roots on them or....would water be better?

I put a bunch of vines on a layer of damp soil on a 6 inch round tray. Some rooted, most didn't, but without leaves, I wouldn't expect a high prop rate anyway 🤷🏼♀️

These cuttings show wide gaps between the nodes that indicate the mother plant was searching for more light. It may be difficult to find a tall container to hold a three node cutting. Then, just put a two node cutting in water. One node will grow roots. The dry node will grow leaves. Place the propagation container in bright indirect light. Fertilize with diluted fertilizer when roots appear. Plant when the roots are at least 2 inches long.🪴🍀
