Phals don’t have extrafloral nectaries so my immediate guess is a pest of some kind. I would clean the leaves and give the plant a thorough inspection. Make sure you inspect the top and bottom of leaves and any crevices. You can use straight water to clean away the sticky or you can add a little soap to help kill any buggies that might be hanging around. After you’ve cleaned the plant, watch it and see if the sticky comes back. If it does, assess its surroundings to see if there is anything that could be causing the issue. Do another inspection for bugs and consider upping your pest management plant. The nightmare is that the beasties can hide in the media so if it comes back and you don’t see pests on the leaves, it might take a repot to get rid of them. That would be my absolute last course of action (if the plant doesn’t need a repot). I am dealing with a pretty heavy scale outbreak on my citrus. The little devils’ poop out a sugary sticky mess. The way I’m treating is I gave the trees a thorough cleaning, let them dry and then applied neem. The double whammy of mechanical removal and the suffocating effects of neem have been successfully for me in the past.
