Oddly specific but should I cut off this root? It’s seems to be healthy except for that one shriveled up part with a bit of white mold

    I’d leave it. If the rest of the root is functioning, it will continue to support the plant. Cutting it may just open it up to infection. If it’s going to die off completely, it will, and you can remove it then.
