I just pruned my large rose bush and didn’t realize that it was still alive. Looked dead. Anyway. How do I propagate the living branches for new bushes? Water? Root powder in soil?? Please help me.

It's a little complicated, you've already skipped step one. If you intend to do this I would keep those cut pieces in water. You do use rooting hormone there's also some slicing at the bottom of the cutting and a 50-50 mix of soylent perlite. The whole process is a little lengthy so I would just Google how to propagate roses.
