Is it save to cut this a inch above soil for it to re-grow? This is an older photo and it is no longer yellowed. And can I plan the cut portion and will it grow back?

    Yes and yes. I’d cut maybe 2-3 inches above the soil but hard to tell overall height from the pic. Let the stalk callous and then water propagate. You may lose some leaves while it’s rooting.
