Is this mold?? This is what the draining holes at the bottom of the 14āinch pot in which my Philodendron Red Congo lives. Should I dig him out and change the soil?

MulleinYouāre probably not eager to touch it lol, but is it hard or squishy? Maybe you can poke it with a stick. The reason I ask is that it also looks kind of like mineral buildup. But if itās squishy though, then it is likely to be fungal after all. Havenāt seen anything quite like it in my own plants though
