Looks like edema, that happens when your plants roots take up water faster than the plant can use it. The water buildup causes plant cells to swell, clogging leaf pores and inhibiting transpiration. This usually happens in winter as it is caused by environmental factors like low light intensity, dry air, and lack of air flow.
