Roma tomato: lots of rain happened recently. Hasn’t grown much in the last 2 weeks. Should I consider it done? Leaves are very dry but stem of plant is moist.

SunnyIt looks like it’s drying out. Did you check for moisture at the roots?

JaynaJust continue planting. If it doesn’t produce anything for a while then I would consider taking it out. And if they are dying or are not doing well take it out,
