How should I propagate this offshoot? Cut it off from the base? Or leave it?

    I'd cut (close to soil but in between the nodes - see pic) and prop in perlite. After cutting let it sit in cool/dim area on a paper towel to dry out (callous over). After about 24hrs dip end into rooting powder, let it dry for about an hour. Get a thin glass/plastic vase, fill so that about an inch of the stem is submerged. Pour in water till about the bottom 1/3 of perlite is in water. Put it in bright indirect light (shown location looks great.) Refill water periodically.

      In a few weeks give stem a gentle tug up & if you feel resistance that means she's rooting. I'm using this method for a Monstera cutting.
