That is an echeveria topsy turvy. Most echeveria lose bottom leaves as they grow. They will dry up and then fall off or easily removed. If they kind of plump up, turn translucent, and then die or fall off, then this would be a sign of overwatering. This plant will produce many pups growing from the base. It needs lots of very bright light, and the usual dry up and drench watering routine. And a very gritty soil is to their liking also.
