In my experience flowers only come out of the center so I'd assume it's a pup, but I haven't raised this exact species so I could be wrong.

This is a flower. The pups will come out from the base of the plant.

  It’s beautiful right!! I’m not 100% certain but I believe it’s an Echeveria Peacockii! I was all green when I got it but now it has pink!💕
