Should I be burying the buds now that the growth has gotten so big?? What are my next steps with this guy?

Bury the buds? Not sure what you've mean, but he seems to be stretching for light. With Opuntia you can prune off unwanted pads when they get too big to kind of curate how they look and keep them a more manageable size when growing in a pot. Next year they will just push out new pads again.

Yes, since he was starting to lean over I wasn’t sure if maybe I needed to bury the buds or if it would better to prune. This guy was kind of an experiment so I wasn’t sure if I potted him correctly I’m starting to think I need to transition him outside so he doesn’t stretch so much. But right now it’s 100+ outside so I’m worried about shocking him

Are you referring to the pads as buds? And yes when they get long like that it's called etolated growth and it means they need more sun. Opuntia can take full sun all day, but you have to gradually work it up to that since it's been living inside. Start off my taking it outside and putting it in a shaded spot for a few days, Then move to a spot that gradually gets more and more sun every few days.
