   Cut off the dead parts. Propagate the living parts. Wait a few days for wound to callus. Put root stimulant on the callus and plant in soil. Water to help encourage root growth. Water until it pours out of the drainage holes and don't water until soil is completely dry.

     Yeah I think you can cut this stem right above the brown part and replant once calluses as crazy cactus boi (whose handle I love!) described.

   You might want to check the roots if it’s been neglected for a while. Cutting and propagating sounds like a great idea as well, but it might be good to see if the base plant can be saved or not. From the looks of it, I would guess the base plant needs a smaller pot, well-draining cactus mix (NOT miracle grow. Anything other than their brand. I swear by Espoma), and a good drink of water if it’s been neglected outside. Hope this helps.
