    Some cactii look kind of scaly as they age but in your case I think I will go with the insect scale also. You can carefully rub them off with a little alcohol on a q-tip or you can spray with horticultural oil or neem. You're infestation doesn't look horribly extensive right now so I think you've caught it early.
