This bishops cap cactus I own has not grown for many months. I have a feeling something is wrong but I can’t be sure - is it being eaten away bottom up by mealybugs? Is it still salvageable at this point?

I think so, pink the leaves off and add cinnamon or some type of spice pant anti-something *I forgot words today* hopefully the leaves will prop and grow back
