Anyone know what type of echeveria this is and why one of the babies is so tall and the other stayed tucked in next to the mother plant?

I agree with Alex. The tall one is a flower spike. They will progressively flower over the course of several weeks. It’s pretty show. The shorter one is a pup. Your plant looks happy to me. Especially if it is flowering and producing new plants. You’re doing a great job caring for it! I cannot tell the variety from the photos, but there are tons of resources online that can help you ID your plant.
