    Aenomium. Maybe pinwheel or kiwi. The teeth are what set it apart from Excheveria

    I don’t know a whole lot, but have you checked to make sure roots are healthy, and there aren’t any pests? If it’s getting a lot of light, consider if the leaves might be burning?

    It seems a kind of fungus. Add cinnamon to soil and on leaves with a brush.
