Hi Everyone, Inherited this cactus moving into a new apartment that was severely under watered. I repotted the plant and have started to water it regularly but have yet to see a few improvements which I hoped would come after a little tlc. The leaves towards the bottom are clearly dehydrated and the base of the plant is discolored. Any ideas what I can do to salvage this plant. I figured pruning the bottom leafs would be a good start but how would I heal the base of the plant ? At the top of a plant there is a new leaf budding so I am hopeful there is still a future for this plant.

When a plant has been severely underwatered, roots can die off. When you water again, it causes these dead roots to rot. It looks like the bottom section may have stem rot too. I would recommend cutting it here. After you cut it, let it callous for a few days. Place it in some slightly moistened well draining soil. Roots should form in a few weeks! There are lots of websites and videos that detail this process. Google “cactus propagation stem cutting” you can even include the specific type of cactus you have in your search
