I would love some guidance about my Narrow-leaf Chalksticks who is nearly 3-feet tall! Is there a way to get new leaves on the bare stem, or could I chop off the top and replant that part?

    Yes to the 2nd thing you said. Just put rooting hormone (helps speed up but not absolutely necessary) on the end of stalk where you cut it, then push it into succulent soil.
