This is my new plant and the panel and moss seems dry as heck everyday but I received it rotting at the bottom. What do I do?

It doesn't look like there's rot, so it's probably just algae. Mounts like these do well with either high humidity or daily misting, plus full watering about once a week to once every other week. For full watering, you can completely submerge the whole thing in water for about 20 minutes, or pour water over it until all the moss and the wood is wet. (For reference I've been doing mounted mini orchids. You may want to look up how dischidias differ because those are closer related to hoyas). Also it's normal for the sphag to get dry between waterings; plants that like being mounted tend to be epiphytes that would get frequent rain, but would also dry out pretty quickly from wind in the wild. Some like to stay wet, others like a wet/dry cycle, so adjust based on what fits your plant and growing conditions
