If you live in a bottom apartment and your plants reside under the upper apartment's balcony, do you still water them even when it rains? Since winds often accompany the rains we get here in South-Central WI, often times I come back home to them splashed on by the rain.

Depends on how much rain fell on the plant. I can tell by lifting my plants and feeling how heavy they are if they need water. If your plant is still light to lift, it can probably use more water.

This is from last year and my first time having any plants, I watered everything everyday. If it rained I would check only the plants on the edge of the concrete to see how wet the soil was before adding water.

I do a soil check with my finger and if it's pots I lift it after a rain if it's heavy I don't water only when it feels light.
