Mealy bugs! Make sure to quarantine it and spray every inch with diluted isopropyl alcohol (I can’t remember the proper percentage). Then wipe them down. These things are notorious for hiding in all the nooks and crannies.

Kades is right. Rubbing alcohol can kill them. Neem oil is not that effective on mealybugs. I never remember the percent dilution. I use a cotton swab and dab each one with full strength isopropyl alcohol. You don’t gave to worry about the liquid saturating the roots. You can dilute and spray. Start with a weaker solution and check every week for signs. Wipe down all surfaces of the plant with the weaker solution.

Standard rubbing alcohol contains 70% isopropyl alcohol content. This is the kind I use straight onto a cotton swab. You can add water to this if you’re worried about too much alcohol on your plants. I don’t have recipes for the amount of water to add.
