    They are probably mealybugs

Do they move around? If you see them moving they aren't mealy bugs. They look like white flys. Hose it down. Try to spray them off. You can use neem oil solution and spray the plant generously. Wipe them off before you use the neem oil.

But IF it looks like cotton then it could be mealy bugs. IF they are mealys then spray the plant with alcohol. Also use a qtip and get in the crevices. Keep doing that once a week. And keep that plant away from all other plants.

Those look more like whiteflies than mealybugs. I’d spray the leaves off with a hose or run it under the sink, then spray the leaves with an insecticidal soap (I use Bonide’s) and add some sticky traps to catch any lingering buggers. Some pests have become acclimated to neem oil and are no longer deterred by them, which is why I’d try an insecticidal soap. Keep using the insecticidal soap every couple of days until you stop seeing them. Hope this helps.

Maybe aphids? Aphids shed their skin. And can come inside and get on your houseplants.

Looks like juvenile cotton aphids. I see a few adult aphids. White flies will take flight like confetti if it’s white flies Treat by knocking them off with a garden hose. You can use insecticidal soap as a follow-up. 🪴🍀
