Are these roots on the side of my jade plant/can I cut this section and plant it?

those are aerial roots, and unfortunately in jade plants they indicate something wrong with the health of your plant— usually over watering or under watering

break off the lower leaves where you want it to grow roots, and then break off the excess roots where it should be growing more leaves. be sure your hands are clean to prevent any bacterial/fungal infection. the excess roots at the top of the stem should break off with some gentle fingernail pressure easily. once you’ve removed the lower leaves and it’s calloused effectively (the wounds should look dry and closed) i’d suggest rooting it in a succulent soil and watering when the soil is halfway dry instead of fully for the first few weeks to help it root
