Hi guys, I need your help. My sister has this jalapeño plant. And on some of the leaves, it has this white powder stuff. I think it is thrips not sure though. She can’t wipe them off. She can scratch them off, but it’ll hurt to leave.Any ideas on how to treat it and could it be a different pest? Thank you for all of your responses.

I had some pepper leaves that looked a lot like that, it turned out that they were not being watered consistently enough.

    Could it be powdery mildew?

Neem oil and ladybugs, in that order, otherwise you'll kill the ladybugs.
