    Best guess from just the pic is not enough light. Stems should be thicker and stronger, and should have more leaves. Your pep is very much like a succulent. So requires similar care. I keep mine in a fast draining cactus soil mix. And I don’t water till dry. Some peps don’t like to dry out as much as this one.
