I have this birkin philodendron that is ✨thriving✨ but it came with this cut off stem. It doesn’t seem to be doing anything. Is there a way for me to encourage new growth from it?

    No, unfortunately a leaf will not grow back. Eventually the rest of the petiole will yellow and can be removed then! A node is required for philodendrons to propagate, so in this case you would have to chop all the way back. IMO that’s not worth it. I would just let the plant continue to do its thing. Birkins are great growers so you shouldn’t notice it for too long
