Just bought this dracaena and was checking the soil, and saw this. Is this grounds for a repot or should I just leave it?

    Yes repot in a SLIGHTLY larger pot. No more than 2” bigger

    If it’s happy (looks like it is) always leave it. Only repot when the plant is ready.
