Yes. A couple things to probably watch out for would be not doing it in the morning. Because the sun can possibly burn the leaves through that. You can mix neem oil with a little bit of soap and warm water to wash your leaves. And that will also keep a lot of pest away. I’m not a professional, but this is what works for me.

Neem or Horticultural Oil is good for getting rid of pests. I’ve found that on my soft leaf plants it can sometimes damage the leaves, so some of my Hoyas suffered damage from using oil. The Hoyas with waxy leaves tend to be fine with it so long as you then keep them out of direct sunlight for the day.

you might want to be careful with succulants, a lot of them have a natural 'sunscreen'. its that whitish coat that comes off when you touch it, and rubbing/wiping something on the leaves would take that off. spraying a neem solution might be ok, but also succulants might rot if there is water of the leaves for prolonged periods. i had to treat one of my echivarias for powdery mildew, (i used hydrogen peroxide/water mix) and i found the natural 'sunscreen' made the leaves hydrophobic tldr; i would avoid using neem oil for shine with succulants. :)
