Lavender goes dormant in winter. So, typically, no new growth until spring. You can reduce watering. You should stop fertilizing until spring when it starts growing again. They like cooler temperatures during the winter months. Heaters can dry them out. I used to grow English lavender in pots on my patio. I just ignored it until spring. There was enough rain to keep it watered in winter.

Mine looked like that a year ago but I made sure it got light and watered it according to the apps schedule and put it out on my deck for the summer where it got lots of sun and brought it back in about a month ago. I put it by my slider where it will continue to get light and look at it now.
