I was rearranging the setup for my alleged bear paw succulent (it has been growing up not out for 3 or 4 years now and has not flowered once) when I noticed these tiny things on the bottom of the green bit. I was wondering if anyone knew if it was new growth?🤞or something else? Or even if anyone knew what kind of plant it might be if not a bear paw succulent

Those are aerial roots which indicates you may need to refresh the soil. When a succulent develops aerial roots it can be sign of the soil not saturating enough. Sometimes soil will become hydrophobic over time. If it’s been growing up and not out I’d say it also may need more light.

The brown part of the stem is dying/dead. You can cut where the aerial roots are and place it in soil.
