Is this money tree too far gone? It wasn’t reported, and now the bottom of the trunk is soft- assuming it’s overwatered. Do I 1. Cut tries and get a new one 2. Repot, dry out, take off the dead leaves, and hope for the best or 3. Take some top leaves/stem and propagate?

    Are the roots black?

No- light brown. But I did notice there was a rubber band around the roots so I wonder if that was intentional or strangling it

Something similar happened with mine. I took cuttings but they weren’t terribly successful. In the end I got a new on that I repotted day one. Good luck whatever path you take!

I would maybe take a cutting or two (can’t hurt to try), and send the rest to go live on a nice farm. Good luck!

Check if the stems are firm or hollow. Hollow = dead Remove dead stems and remove all rubber bands/twines. There could be rubber bands down in The soil too. Repot it, remove dead roots, place it in a window of mist it every day Keep the soil moist and not wet or dry.
