    Maybe lavander? Lavander goes dormant for the season so it tends to look "dry" and then in the spring and summer it bounces back up! Smell it maybe to check? I'm not 100% sure

    Looks like a rosemary bush sold as a Christmas tree. It looks very dry. Crush a leaf to determine the type of tree/shrub. Lavender has a sweet scent. Fresh rosemary smells savory and pungent similar to pine trees.
