A friend asked me to try to save this Yucca plant… the stem is dry and yellow, it doesn’t feel sturdy and the roots well they look bad. They are as dry as a stick. The top has some healthy green leaves so what I’m wondering is should I chop down to just the top green? OR are the roots able to be saved with new soil and water?

if the roots are papery dry and come off easily, I’d just chop it down and propagate it. You can always try soaking the roots for a while and see if they perk back up and are salvageable!
