It could be one or several issues. Overwatering can cause the dark stems. Under watering can cause the dry leaves. Flat mites can cause the corking. But, corking happens naturally on many hoyas. I would check the soil twice a week for a pot that size to be sure it’s dry before watering. Water before the leaves wrinkle. I would place on in a sunny east window or behind sheer curtains in a south or west window. Using a grow light within a foot of the plant is an alternative. Run the grow light at least 12 hours a day. I would monitor expect to see new growth if its getting good lighting, regular fertilizer and water when needed. I would suspect flat mites if no new growth and the corking gets excessive. Check online photos for flat mites damage. Treat with sulfur based fungicide if you suspect flat mites. 🪴🍀
