Need advice on curing Rosa’s powdery mildew: I’ve got neem oil spray, baking soda, peroxide, peppermint oil, and some unscented antibacterial hand soap. Will any of those work? How much can I cut off without killing her? Does she need special care after getting chopped and covered in anti fungal stuff?

A baking soda, salt and water spray helps with mildew.

Spray bottle with hydrogen peroxide and water should work. Make sure your plant is sitting where it gets good air flow
