Can anyone help me identify this? I looked up mealybugs, but these look too small and not in the expected place on the plants? Idk. They are just tiny fuzzy white spots, but I don’t see actual bugs or widespread webbing, and the leaf joints look clear. One is a on crocodile philodendron and the other is on a jessenia pothos, both are rooting in water. I’m not sure what it is or how to treat it, so any help would be wonderful! Thanks in advance!

are they moving? if so, mealy bugs. if not moving, probably powdery mildew. mildew is not the biggest deal, just treat with an antifungal, but mealy bugs need monitoring and consistent, prolonged treatment.
