The latter is best.
1 mi piaceI would wash this plant off and start watering with an insecticide. You can choose whichever one you like I prefer arbors since it is bio :)

0 Mi piaceI’ve been dealing with the same thing and assumed spider mites because I saw one web but haven’t seen any webs since. I’ve been treating often with neem oil but I still see evidence of them sticking around. Definitely looking forward to seeing what works for you!
