It’s called saprophytic fungi. It’s the beginnings of mushroom spores transitioning to mushrooms later if the conditions are right. It’s not a destructive fungus that harms plants. Rich organic matter plus water and light through the clear pot helps it grow. Spores come with the potting soil, blows through the air and are carried in on people/pets. You can use a commercial fungicide if it gets to be too much. You can block light to the clear pot by adding an outer pot. You can ensure the airflow is good to quickly dry out the soil. I would do nothing unless the topsoil is covered with it and you are worried about spread to other pots.

If you want you could also just let it grow. It'll form a fuzz like that across the whole top of the pot and eventually bloom into a little mushroom. The most common species in this situation is the flowerpot parasol, with coprinoid mushrooms as another common possibility. If you have curious kids or pets, don't let them eat the mushroom; they're not dangerous but can cause miserable stomach upset. If you get blooms like this frequently it can indicate overwatering, but normally it's just a mushroom enjoying the good soil

The white, web-like growth in the soil is likely a harmless and beneficial fungus called mycelium, which indicates healthy soil. Mycelium is the vegetative part of a fungus, consisting of a mass of branching, thread-like hyphae. It often appears when the soil stays moist. My freind has the same plant and her mom is a plant person who knows ALOT about plants
