Yep looks like mold! You can sprinkle cinnamon on top of it or a hydrogen peroxide flush (you’ll need to look up ratios). Usually this means the soil’s staying a bit too wet or not getting enough airflow.
2 Me gustaScoop out what you can and 1:3 peroxide dilution.
1 me gustaTo get rid of mold I pour hydrogen peroxide in the soil it don’t hurt the plant I just use the 3% from the store and haven’t had any problems
3 Me gustaI believe that is slime mold. Not harmful but ugly and scary. Scoop it out and dry down the soil.
