    It's hard to tell in the picture, but it looks like aphids.

    Definitely aphids. They come in several colors and are attracted to the new growth as shown in my photo. Knock them of under a stream of water before they reproduce. They produce a sugary substance that attract ants. They reproduce very quickly. Be sure to rinse under the leaves. Wipe down the shelf and pot with rubbing alcohol. I would not add any chemicals to the mint if you plan on eating it. Check once a week for reoccurrence.
